What is this “caving in” talk about?

It appears crystal clear to me when I read the rule book changes that rule 15A requires the player to move first and then record the move:

15A. Manner of keeping score. In the course of play each player is required to record the game (both the player’s and the opponent’s moves), move after move, as clearly and legibly as possible, on the scoresheet prescribed for the competition. Algebraic notation is standard, but descriptive or computer notation is permitted. The player must first make the move, and then record it on the scoresheet.

Variation 1 follows:

15A. (Variation I) Paper scoresheet variation. The player using a paper scoresheet may first make the move, and then write it on the scoresheet, or vice versa. This variation does not need to be advertised in advance.

This was passed at the 2007 Delegates’ Meeting, which I attended, and is fully consistent with my memory of the meeting. Now, as seems to be the case with rule 11H and variation 11H1, it may well be that most TDs have decided to enforce the variation instead of the original rule and do not announce the variation. However, by default, rule 15A is definitely not “the way it used to be” and is consistent with the FIDE laws of chess.
