Bill stated up front:
Because I was streaming on Zoom, I was able to assure people that games terminated for server reasons alone (including games that were not started within the lichess 30? second time limit, as I can’t guarantee that that was not a server issue) would not be rated. I threw in the qualifier “to the best of my ability.”
Second (for US Chess rated events)
Chapter 10 says:
When a player gets disconnected during the tournament, that player should try to return as soon as possible. If a player gets disconnected during a game the game is considered to be adjourned. The opponent of the disconnected player is to resume an adjourned game when the disconnected player returns. The tournament director will use discretion in judging delays, frequent disconnects and the enforcement of penalties.
Result
It looks like either Bill’s statement up front or chapter 10 would give him the option of deciding whether or not a disconnect should be rated as a completed game. Both together seem to clearly make it his option. I am guessing that most on-line organizers have their boilerplate somewhere saying that a disconnect for an extended period is a resignation and that is how they have opted to use their discretion.
