Such a problem with Quads is why I try to remind people of the Octogon format. Eight player sections of similarly rated players, where it is a 3 round Swiss. Then the odd player, or late withdraw is easier to deal with than with Quads.

In fact, you could even think of it as a 1-vs-2 Swiss (or something close to it). So, to be consistent (and more in the spirit of quads) you could continue 1-vs-2 pairings in the remaining two rounds.
