Akzidenz and Nolan: Your exceptions only make sense if a player is often using LESS than 15 seconds per move in a 40/90 (40/80 w/increment or delay). Blitzing a few opening moves will not substantially alter the time to the first control.

But yes, I agree it is theoretically possible the two controls might not come out EXACTLY the same to the second.

In a 60 move game between two strong players, I wonder how many moves would be made in under 15 seconds?

My guess is that about 25% of them would be.
