Starting in 2018, under FIDE blitz rules the first illegal move no longer results in the loss of the game. Instead, one minute is added to the opponents time. The second illegal move results in the loss of the game. Thoughts?
An excellent change. (However, according to the document you cited, the time adjustment will be two minutes rather than one.)
For some possible absurd consequences of the old rule, check out the conversation in Clarification of illegal move (FIDE). The notice of the change did not arrive on these shores until somewhere in the middle of the 5th page of this 6-page thread.

The link to the laws of chess effective from the beginning of 2018 states:
"Appendix B. Blitz
B.2 The penalties mentioned in Articles 7 and 9 of the Competition Rules shall be one minute instead of two minutes."

Oops, thanks, I hadn’t noticed that.
That’s even better, then, even though it makes the rule slightly different between blitz and regular / rapid. 1 minute is better for blitz, IMHO.
