Are MP3 players w/ headphones allowed to be used by players in OTB USCF rated tournament games?

I believe that is at the discretion of the organizer. Some of the big money tournaments will disallow headphones for those who are in the open section or who are in a plus-score situation. At most local tournaments, yes.

Also, so I’ve been told and believe, the TD can ask to listen to your device (i.e. check to make sure you’re not listening to an ersatz audiobook of MCO or whatever. ) I don’t know if that has actually been done in practice.

Chess players read the signs?? I thought those round time and no cell phone signs were put up to give the directors something to do before the tournament started.

No, of course not. Mr. Immit just means that if the signs are there, the TD can point to them when he makes/explains his rulings.
