Rule 14B in the US Chess rulebook says “The game is drawn upon agreement between the two players. This immediately ends the game.”
The FIDE Laws of Chess has a stipulation that says “The regulations of an event may specify that players cannot offer or agree to a draw, whether in less than a specified number of moves or at all, without the consent of the arbiter.”
I think adding a TD Tip after rule 14B along the lines of what the FIDE Laws of Chess states would be good. How about the following:
TD Tip: A tournament may state that players are not allowed to offer a draw until a certain number of moves have been played or at all. This would be a major variation requiring adherence to rule 1B2. A game could still end in a draw prior to the set number of moves if a situation involving 14A, 14C, 14D, 14E, 14F, or 14G arises.
Yes, but I think mentioning that organizers can structure a tournament so players are not allowed to offer a draw until a certain number of moves have been played or at all is useful information to mention. I’m sure not all organizers or TD’s are aware of this. I wasn’t aware that you can state that players are not allowed to offer a draw at all until I saw it in the FIDE Laws of Chess.
