Forgive me if this is addressed elsewhere on this site, but I haven’t been able to locate the answer and this seemed like a fitting place to seek guidance. My question is this: I know that a USCF TD must be associated with a USCF Affiliate in order to submit a tournament for rating, but does this hold true for rated matches as well? Or can a TD submit a match for rating without being connected with an Affiliate?

So Fischer vs. Spassky 1972 was not a match? (Yeah, I know: if it had been USCF rated and the present rules had been in effect it could have been submitted as two matches.)
Actually there were 20 games played OTB in Fischer-Spassky, 1972.
To the point: As far as I know there is no set limit to the length of a match and the language you cite is meant to note that the number of games is flexible. Tim?
To answer the OP: As far as I know a TD must be authorized to submit events by some affiliate, under that affiliate’s ID number. Something tells me that the now-rare tournament reports submitted via paper and snail mail do not get cross-checked and verified for that…but what is the point? Did you and a friend want to play a match against each other and one or both signed up as Club TD, but not connected with an affiliate?
As far as I know there is an option for both players to sign a notarized statement that the match is legit, if no proper TD is available to verify and submit the results.
You can also be your own affiliate as some TDs and many chess companies are for a mere $40. Then you as a TD can send in rating reports via your affiliate. Just don’t make up events or manipulate results.
