Have often thought this would be a good idea but always wondered about the best way to do it. A separate monthly run or something similar?
I don’t think a separate run would work, because of rerates, corrections, etc. Looking back at someone’s last X events isn’t that difficult, because the order in which they are rated is non-ambiguous (though it CAN change if the event dates change), the challenge will be to decide what the standards for time interval and superior performance are, and then deciding how much of an added bonus to award.
Other issues would be what to do about matches or when one has played the same opponent too many times.
I would probably track that kind of bonus separately from the event bonus, and it might be necessary to show that bonus separately on MSA as well, especially since the ratings estimator program will not be able to compute that.
Looking through old Delegate Minutes, I found the following in 1989:
This explains why there was no code dealing with this rule in the old dBase/Clipper ratings programming that was used from 2001 to early 2005. I did not see any reference to it in the COBOL program that was used in 1984, either, nor was there any reference to it in the various printed flyers describing the USCF rating system that were available from 1985 to 2001. (The 2001 formula revisions are considerably more complex than earlier formulas, since then the formula has been available online in a white paper by Prof. Glickman.)
It appears this rule was being handled on a manual when-raised basis.
