Not really, but over the long term it would average out because after that game if the lower rated player won he would most likely be higher rated. I’m really perfectly happy with the way thing are. Last night I played a rated game against a 1673 and I am currently 1675. I went two pawns down in the middle game and my opponent was nice enough to allow me back in the game by moving his knight next to his rook where my queen could attack both allowing me the forced win of the knight. I’m truely amazed at how badly I can play with the lead at times. I managed to turn the game into a draw up two pawns and a bishop. (both pawns on the h file and the bishop wrong color)
It would also cause all ratings to move closer to each other. Within a few weeks, players below, say, 1500 would experience tremendous rating inflation, and those above 1500 tremendous deflation.
And then there would be wild oscillation, as players move above and below the median line.
Really, this is one of the most absurd proposals I’ve ever seen.
