What exactly does the above line mean?

What part of this is unclear? I read it as saying that USCF will rate the event even though not all players are members.

Is this a precedent being set? Will the USCF rate tournament games by players who are not USCF members?

If memory serves me correctly, the USCF has long allowed one state games tournament per state per year that can be rated even with non-members.

Indeed we do. I think the 2 states that have had such events for some time are Nebraska and Kentucky. I think Virginia added this more recently.

In Ky the Bluegrass state games are an annual event with both a summer and winter component. Chess has been a part of the summer games for a long time due to the work of NTD Steve Dillard.

The Bluegrass State Games provide for age level and open competition in a number of different sports.

It has to be recognized state games event. The link from the original poster talks about the efforts of the state games association to expand the offerings of chess in these events. You cannot just call your event the “state games”. Not all states have one of these events, but many do.
