Remember that a good portion of this book was meant to be generalized to allow for unforeseen circumstances and to give TDs leeway to make informed decisions. Not having the issue addressed makes it a judgement call. And is it TD interference? or rather an Organizer ensuring his event operates as smoothly as possible? … don’t over think this one
When you do quads, IMO, it is best to post all pairings in advance. Your problem with players leaving the site on Saturday can be alleviated by the use of scheduled round times.
So to answer Mr. Alfaro’s question, there seem to be two basic ideas suggested: first, declare a minor variation that players under certain conditions will be called to remind them of the round time. Almost all of this is acceptable as a published policy and needn’t, IMO, be in advance publicity. The point is to have a written policy and follow it to the letter. Second, only pair players upon check-in. It seems much fairer to require this in a weekly event than on weekends, but it’s not impossible even there. I completely understand time constraints, but these can be mitigated by an early (and rigid) check-in time or even reducing the playing time.
For example, “Half-point byes will be assigned (up to two) for any player who does not show up by 6:45. Attempts will be made to pair late arrivals in extra rated games as soon as the round has begun.”
