I am new to chess club. It’s my hobby and I just join USCF ID today.
I am wondering how to get a FIDE rating and how will be the starting rating of new FIDE member.
How to improve the FIDE rating. (I have printed out a FIDE registration form, but don’t know where to send it…)
Please share me your view/information w.r.t. FIDE ratings.

Where did you find a FIDE registration form? I’ve never seen such a thing, and I’m an IA. It is a complicated question to answer.

In the USA, you get a U.S. Chess rating by playing in some U.S. Chess-rated tournaments. Then, to get a FIDE rating, you play in some U.S. Chess-rated tournaments that are also FIDE-rated.
