This is an issue I am facing for an upcoming Regional Scholastic. Our region has never before offered a Primary section, so I don’t know how many entrants to expect. (K-3 can play in Primary, or can join their teammates in Elementary. This is a standard section in most of Texas, but not locally.) I might need to merge Primary and Elementary. Your analysis will help me decide how to word my TLA. Thanks.
Tough question. In the '80s (pre-internet) when the IL state elementary championship added a K-3 section the size was about half the size of the K-5 section. As time went on and people learned about it the K-3 section grew so large that K-1 had to be split off from it and K-3 was still larger than K-5.
Nowadays the information can be spread more easily so a lot depends on your region. Check with some of the coaches to get a (very) rough idea of what the turnout might be like.
