I’m glad I saw the TV news story before I saw the title you chose for this thread. Otherwise I might have gotten the wrong impression.

The news segment mentions how this will help the inmates improve. Considering that at least 2 of the inmates in the program are already chess players might make you wonder about that.
I do recall hearing stories from the older members of the (now defunct) Park Forest Chess Club on how in the late 1960s they visited a prison across the border in Indiana to play chess with some of the inmates there. Those who went to the prison not only included adults, but also teenagers. The security procedures to get in to play the inmates definitely made an impression.
And no you can’t have your opponent put in jail for stealing the game away from you.
