Proposed ADM: Fix inconsistency in blitz rules 7d and 8d

The current blitz rules (as contained in the rule book changes document) governing the consequences of a completed illegal move are inconsistent.

7. Defining a win
   A game is won by the player:
   …
   7d.) Who after an illegal move is completed by the opponent, then takes the king (if the king is in check) or claims the win and stops the clock, before the player determines a move.

@Rule 8

8. Defining a draw
   A game is a draw:
   …
   8d.) If one player has insufficient mating material when the opponent’s flag falls or makes an illegal move.

Rules 7d and 8d are inconsistent, since rule 7d makes no mention of a requirement that the player have sufficient mating material.

My proposed ADM:

ADM: Modify blitz rule 7d by inserting the phrase “provided the player has sufficient mating material” at the end of the last sentence.

The term “mating material” has multiple definitions.

Sometimes it means a queen, a rook, two bishops, bishop and knight, or two knights (and in the last case, the opponent has a pawn), or a forced win.

Other times it simply means there exists a help-mate. For example, K+N vs K+B would qualify.

The former definition is parallel to 14E, the latter to 14D.

Your ADM ought to clarify which one you mean.

For brevity, I omitted quoting rules 7a through 7c in my post. Rule 7c defines mating material:

7c.) Whose opponent’s flag falls first, at any time before the game is otherwise ended by stopping the clock prior to the player’s own clock’s flag fall and has mating material.
Mating material consists of (at a minimum) two minor pieces, a pawn, a rook or a queen provided it isn’t a position where one could claim it to be a draw under section 8.

Since I’m proposing a change to rule 7d (which immediately follows the above), I omitted the definition of mating material.

7e.) An illegal move doesn’t negate a player’s right to claim on time, provided it is done prior to the opponent’s claim of an illegal move. If the claims are simultaneous, the player who made the illegal move loses.

8.) Defining a draw
A game is a draw:
8a.) If one of the kings is stalemated.
8b.) By agreement between the players.
8c.) If the flag of one player falls after the flag of the other player has already fallen and a win has not been claimed, unless either side mates before noticing that both flags are down.
8d.) If one player has insufficient mating material when the opponent’s flag falls or makes an illegal move.
“Insufficient Losing Chances”(ILC) claims are not allowed.
