The current blitz rules (as contained in the rule book changes document) governing the consequences of a completed illegal move are inconsistent.
Rules 7d and 8d are inconsistent, since rule 7d makes no mention of a requirement that the player have sufficient mating material.
My proposed ADM:
ADM: Modify blitz rule 7d by inserting the phrase “provided the player has sufficient mating material” at the end of the last sentence.
The term “mating material” has multiple definitions.
Sometimes it means a queen, a rook, two bishops, bishop and knight, or two knights (and in the last case, the opponent has a pawn), or a forced win.
Other times it simply means there exists a help-mate. For example, K+N vs K+B would qualify.
The former definition is parallel to 14E, the latter to 14D.
Your ADM ought to clarify which one you mean.
