If a player with an expired membership plays in two sections of a tournament, say a U1200 section and an Extra Games section, and the TD fails to collect USCF dues from the player and elects to pay for a tournament membership in order to get the tournament rated, is the TD on the hook for $10 or $20? I remember having to pay $14 instead of $7 for a player at a scholastic tournament because he played a side game in the Extra Games section.
We don’t currently have tournament memberships that can be processed without USCF office intervention. That is likely to change in June, but the Board has not set prices or conditions yet.
You could contact the office, explain the situation, and they might waive the requirement for one section if you purchase a TM for the other section.
I remember specifically not putting players with TMs in the XRG section for that exact reason. As Mr. Nolan suggests, this is not currently an issue.

Back when tournament memberships were available, I remember asking about this, or at least mentioning the concern of not putting a tournament member in an “extra rated games” section. The suggested answer was to submit the rating report with the tournament membership in one section and then to request a membership exception for that player in the “extra rated games” section. This would slow down processing of the rating report, since the office would have to manually review and approve the exception.
Well, hopefully the Board can come with a rational (and programmable) policy with regards to TMs and players who are in more than one section of an event (including but not limited to extra games sections.)
