Here is an interesting player ID#11185509, rated 2200. At a recent event in Tucson he drew against a 1342 rated player. Overall his rating for the tournament should have changed to about 1830, but he hit his floor of 2200. Curious, I checked his past performance and he has been sitting on his floor at a lot of tournaments since 1998. What would keep his rating floor at 2200?
He’s a Life Master, from some time prior to 1991. The USCF used to publish this list in the Yearbook, but hasn’t done so in recent years.

DACI 16 was among the mandates for Chess Life that were the subject of my ADM, which was referred to the Board with the authority to implement after consultation with appropriate committees, mostly the Publications Committee.
My understanding is that the Publications Committee has recommended repealing DACI 16, and I believe the Board will accept that recommendation.
That still gives the editor the option to include some of the material that was formerly in the Yearbook in some issue of Chess Life, if he feels it has sufficient interest to members/readers of the magazine.
I think that’s a really bad idea, and is likely to result in a much worse set of “guidelines” somewhere down the line, but this is not the thread to argue the point.
