Rule 14E and delay clock?

Rule 14E states that a game is drawn “even when a player exceeds the time limit” if the opponent has insufficient forces. Would it be a good idea to rewrite this rule so that it doesn’t apply when a delay clock is being used (at least where the opponent has more than a lone king)? While the losing chances of a player facing K+N are not generally high, still, as Bill Smythe points out in his recent post, they are not zero. Should a player be allowed to ignore them completely and just get a draw by letting his or her time expire even if he or she is playing with delay? Maybe not.

If the player exceeds the time limit, (14E, 14E1, 14E2, 14E2) it should always be a draw. What type of clock the players have does not matter.

Where are you going to draw the line? I assume you do not intend to allow a win on time with a bare King. How about the other positions under 14D (Insufficient material to continue)? Then there’s K+N vs K+N (of B), in which it is possible to checkmate. Once you atart down this road, you are going to end up with a very long list of exceptions.
