US Chess rule 11D

US Chess rule 11D is titled “Illegal move”. The title “Illegal move penalty” would be a clearer title. Also, the sub rule “11D1. Illegal move in time pressure.” would seem to be more appropriately placed after rule 11A or 11B (and rules 11A and 11B could easily be combined).

The Rules Committee has already made some changes in 11D and 11D1, which I believe were approved by the Delegates by a large enough margin so that they already went into effect on January 1, 2020. The changes might not yet appear in hardcopy versions of the 7th Edition rules, though. Ken Ballou, please correct me if any of this is wrong.

This is correct but my suggested changes to these rules still stand.

The soft cover copy with “2020” on the cover has the Delegate changes to 11D and 11D1.

So a new print copy of the rulebook came out this year? How often is there going to be a new print copy of the rulebook?

And where is this new copy?

The rules only change once a year, and there have been (not entirely successful) attempts to only make rules changes every other year, so that kind of sets a lower bounds on how often a new edition of the printed rulebook would need to be prepared.

Since I think they’re using print-on-demand, there shouldn’t be huge inventories of 2020 rulebooks for the next several years, like there were with prior editions.

But, if I was ordering one, say, in the summer of 2021, I think I’d inquire as to how current it was before ordering it.

The 2020 version is available from the US Chess bookstore. Large stored quantities are not the norm. A Kindle version is also available. This is all new territory for US Chess as a publisher of the rulebook. IMHO they aimed at a new version every year, but I don’t know if they will stick to that schedule. Dan Lucas may have a more detailed explanation of the publishing schedule. For my part I update the print, e-book, and on-line copies. US Chess decides when to publish them.
