A fair amount of the information in the second TD TIP after rule “5C. Ratable time controls.” just repeats what was stated in rule 5C. People complain that the rulebook is too long and eliminating redundant things like this would help make the rulebook shorter.
Leave the TD tip alone and make the rule shorter.
I don’t think that would work in this case. The stuff that is redundant is essential to the rule so it needs to be stated in the rule.
TD tips aren’t rules. They are editorial comments.
