ADM's on Blitz Chess

I am hoping a delegate would be willing to put together ADM’s on the following things regarding blitz chess. I would be happy to work with you to come up with the specific wording of the ADM’s.

  1. Eliminate blitz rule 1a which states “1a.) Standard time control (TC) for blitz is G/5 with no delay.” This rule makes it seem like no increment or delay is recommended in blitz but rule 5E (in the update to the rulebook) states that an increment or delay of 2 seconds is recommended. Also, the opening paragraph already states that G/5;d0 is the typically used blitz time control.

  2. The opening paragraph in the blitz rules chapter currently includes the following sentence: “Blitz games typically are set at five minutes and do not use time delay.” Again, this makes it seem like no increment or delay is recommended in blitz but rule 5E (in the update to the rulebook) states that an increment or delay of 2 seconds is recommended. Change this sentence to something such as "Historically, blitz games were typically set at five minutes for each player. However, now with digital clocks with increment and delay widely available, blitz games with increment or delay are starting to become more popular, in particular G/3;inc2, as a way to mitigate severe time scrambles ".

  3. In the USCF rating system chapter, state the matches can be blitz rated (not just regular, dual, and quick as it currently states)

  4. Blitz rule 7c states, in regards to having mating material to win on time, that “Mating material consists of (at a minimum) two minor pieces, a pawn, a rook or a queen provided it isn’t a position where one could claim it to be a draw under section 8.” This would mean that king and two knights, when the opponent has no pawns and there is no forced win, would be sufficient mating material to win on time (even though this is not sufficient mating material to win on time in regular and quick chess) and king and bishop or king and knight with a forced win would be insufficient mating material to win on time (even though this is sufficient mating material to win on time in regular and quick chess). The blitz rules on what constitutes mating material to win on time should be revised to be the same as regular and quick chess.

  5. If a player has five or more minutes on their clock in a blitz game, it should be stated whether you need to have a scoresheet to claim a draw by “triple occurence of position” and “the 50-move rule”.
