Very well could just be an error that someone made in Swiss Manager and the upload went to the chess results site. Probably was for UAE and USA got picked instead.
Google Translate translates the tournament title as “Olympiad competitions disabled veterans and petrochemical industries.” I have no idea why this tournament shows up under USA, but keep in mind the site in the original post is not an official FIDE site. If I were forced to make a guess, I would guess that someone fumble-fingered the federation when setting up the tournament. Maybe the correct federation was UAE?
