Right. You have explained this quite clearly more than once. I see your logic, but tend to agree that the down side to allowing G/25.0 to ‘creep’ into the Regular rating system—no matter how logical the argument behind it—outweighs the benefits you note.
Plus how would you enter it in the online tournament report form? If you put down G/25+5 sec or something like that, the software will code it as Quick-only. (I am pretty sure.) Also, it is rare from what I have seen for delay to be specified in the TLA. Increment, yes, but not delay.
It seems like the only good solution to the time deduction issue is the one we will wind up with someday, perhaps even as of next year: Eliminate the time deduction option for all controls except G/30—both for the sake of tradition and since G/30 is a ‘border’ case, where there is no perfect solution. (Or make that G/30 through G/34; same thing in real life.)
Yes, that leaves a gray haze over G/25 to G/30 as to Quick or Dual, but so it goes. At least games in events advertised as G/40 would be played at either 40.0 or 40.5; the option of 35.5 would be eliminated. Two slightly different controls advertised as the same thing is better than three. Plus that way no one would be tempted to try to use an analog clock for the sake of the ‘extra’ thinking time.

I did not mean to put words in your mouth. You never seem shy to push your proposal to revise the ratable time control regs. This thread shows why I will never be a politician in real life, and God willing never more than a far-fringe player in USCF.

I go out of my way to channel Mickey Rooney when I post on chess matters—especially those that could be remotely considered political, aka almost everything in USCF…since I know that if I let down my guard and allow sarcasm and perhaps candor in, it does not translate well to print in some cases.
Well, that would solve part of the problem, in that G/25 d/5 events would still be regular-ratable. But I would prefer, also, to give the TD the option of denying the extra 5 minutes to a player who furnishes obsolescent equipment.
There might have to be a slight software modification. For example, there could be an extra question, such as “regular- or quick-rated?”, which would pop up only if the control is G/25 through G/29.
