Here’s the text of the email blast that just went out to all certified TDs and the officers of all USCF affiliates:

Saturday, October 11, 2014
Plan a tournament or a chess event of any kind to promote chess on National Chess Day and enjoy the following benefits:
Any 1-day event for October 11, 2014, which has “National Chess Day” in its TLA title gets a complimentary TLA and free rating fees.
Any 2-3 day event held over a period which includes Oct 11, 2014, which has “National Chess Day” in its TLA title, will get a complimentary TLA and free rating fees.
Any Rated Beginner Open that includes “National Chess Day” in its TLA title and falls on October 11, 2014, gets both a complimentary TLA and free rating fees. Event must include October 11, 2014, but could include adjoining days. Rated Beginner Open or RBOs are Open to Under 1200/Unr or Under 1000/Unr. Tournament name must also include ‘Rated Beginners Open’ or ‘RBO’
Be sure to mention National Chess Day in the title when submitting the TLA. Please note: some portion of the event must take place on Saturday, October 11, 2014, to be eligible for the complimentary TLA and free rating fees.

Here’s a stupid question, but what do rating fees include?

Ratings fees are the USCF ratings fees, currently 25 cents/game for events submitted online. It does not include things like three month memberships, PPHBF contributions or FIDE rating fees.
