Tim Just or Mike Nolan,
Help, I cannot locate the requirements for various levels of TDs on the new website.
There’s lots of stuff I can’t find there, either.
I usually start at uschess.org/tds (the OLD site) and work from there.
I don’t know if changes have been made since this document was posted, that’s a question Tim Just should be able to answer.
The only changes to the posted document are about take effect in January; i.e., for those TDs upgrading to Senior and above they will need additional experience requirements in the form of on-line tournament submissions.

I just talked to a great TD here in my state and suggested that since there are rarely any Category C Adult events (over 50 players) ,that he and other players could only get this experience in Scholastic events and should do so. He informs me that Scholastic events do not have cash prizes and so do not qualify. Is there any leeway in meeting this requirement or consideration to make a change?

TD certificate holders are currently allowed to direct both adult $$$ tournaments and scholastic tournaments. There is no change being considered to that program at this time. New categories of certification and testing materials would be needed to make a distinction between TDs for scholastic only and $$$ only events.
Right now there is no tournament $$$ requirement used to gain a Senior TD certificate. The $$$ prize fund requirement is for ANTD and NTD certificates. Those TDs wanting to upgrade to those levels might want to consider getting on staff (volunteering!?) at such an event. It is well worth the effort to travel and complete this step. For NTD and ANTD certificates, besides the $$$ requirements, there are also National tournament experience requirements that you hint are not available in your area. ANTD and NTD certificates were designed to be useful guides to organizers and players so that they could be assured of a standard set of minimum skills a TD needs to run the large events. Those skills come from working at large tournaments under the watchful eye of an NTD or ANTD. A question: Since those kinds of events are not available out your way anyhow, then how would being an NTD or ANTD be useful?
Good Directing
