Hi ,
I want to have a rated tournament and also have non-USCF members allowed to compete. If the tournament were only 4 rounds, am I correct in assuming that I can purchase a TM for $10 for each non member?
If that is correct, would there be a problem if most or all of the players were non-members?

There are no restriction on the number of players purchasing a TM for an event, 100% of them could. I’m not aware of any events in which that has occurred–yet. 
As long as the event is 4 rounds or less, the TM is $10. (For the specifics on how to submit TMs with an event when submitting your event online, I suggest you read the FAQ on the TD/Affiliate Support Area home page.)
