What affiliate is being used to sponsor the QR events on the US Chess Live server? When I type in US Chess Live in the MSA section, I am shown that the affiliateship expired over a year and a half ago.
Not sure, but they did have a tournament rated in September 2004.

Sure, the affiliate expiration date is 5/31/2003, they still have the tournaments rated for some reason. Checking the data with the 11/17/04 MSA, they had 245 tournaments rated with a expired affiliate membership. Myself have nothing to do with the membership office or the rating department office. It would be nice to have a expired USCF membership and still play in 245 tournaments – sure there is a double standard.
I agree…I pay the $40 for the affiliation of my club, and would love to continue to run rated tourneys a year and a half after the expiration date.

The Chess Live online games were rated as part of a contractual relationship between GamesParlor and the USCF to provide that service to USCF members. As such, it was a different set of conditions than those placed upon USCF affiliates, who do not have a contractual relationship with the USCF to provide rated events to USCF members.
Having an affiliate ID for those events was necessary primarily for tracking purposes, though it should have been updated to be a current affiliate. (The old ratings software didn’t check a lot of things, like affiliate and TD status. The new software does.)
The contract between the USCF and GamesParlor was terminated in November. If GamesParlor chooses to continue to offer online rated play, they would have to do so under the same conditions that other parties submit rated events, which would include having a current USCF affiliate.
Is there any way for a “contractual relationship” with my USCF membership? Having a contractual relationship would be sweet for a life membership.
Your membership status has ABSOUTELY no bearing in this matter, this was a contractual matter between the USCF and GamesParlor, thus it was completely different from the relationship between USCF members and the USCF or between USCF Affiliates and the USCF.
Can a TD run Quick events on other servers?
Say I’m a TD on Internet Chess Club, can I just charge people to play and give out prizes, etc?

As I understand it, the USCF will only accept rating reports from the online vendor, not from individual members on that service. There are probably some additional conditions that apply to online events, too, ones that it might be difficult for anyone other than the online vendor to meet.
I believe the USCF and ICC are in negotiations, but I don’t know specifically what is being proposed by whom.

I have been wondering myself why the Chess Live USCF QR tourneys haven’t been rated since September 2004? They are still run on the server and fees are taken for the purpose of offsetting the costs to pay for the rating fees.
I am assuming by the previous posts that this is a problem with Chess Live and not USCF, but it is frustrating to see that games I have played back in October are still not rated.

Since the MSA is being updated, does not mean the MSA should not be updated with the old system. As there has been two MSA runs this December, one on December 2 and the next December 16. With the December 16 run, it looks to be a run of a few tournaments with a mild to large number of entries. Since today is December 21 (first day of Winter), with Christmas being a factor with the office staff. Would not be shocking, for finding the next updating being in January. If the tournaments were updated, then would agree with you, as the events are moving as fast as ice and snow melting in Winter – Spring 2005 is only 90 days away.
If I understood what I was told, they haven’t submitted any events in several months. I don’t know if this is related to the USCF’s decision to terminate its contract with GamesParlor, a decision that was reached in September.
The crosstable and ratings data on MSA is updated whenever there is a ratings run.

Our current plans are to parallel test the new ratings system against the old system through the last rating run for the February 2005 supplement, which will probably be cut shortly after the beginning of January.

As a followup, a number of USCL events from October-December of 2004 were rated in the last two weeks.
