It will almost certainly be somewhere in Manhattan.

I regretfully admit that I am unclear as to “what politics [could] take place”. The champion is already known, the challenger will come out of the Candidates’ Tournament, and those two will play a match. I doubt the nationality of the challenger would affect or alter that.
