A tournament I played in was rated this week (200507231491). On the MSA, the third round is missing for the whole lower section. I have emailed the TD, but have not heard anything back.
Is there anything else that can be done, or is this totally a TD issue?
Since it was rated the same day as the event, the director did send in the tournament on-line. What happen, it looks as if he was building the tournament from the on-line crosstables. It is not a bad idea to do so, as you can validate the players during the tournament. Anyone with an expired membership will show up as an error. The other nice point is to validate the rounds that are done, as it looks as the director did do. What happen, he forgot to put in the data of the last round before submitting the tournament.
Since Walter Browne is not in the office at this time. There can be a simple trick the director can do to take care of the problem. Just send on-line the last round as a special event. Not sure about the re-rate of the event, as the K factor will not be correct, as it will be two and one rounds events, than the three round K factor for ratings. The MSA will show the players in two events not one. The K factor of the ratings should not be a big deal, for most there should not be any change in ratings. The director would only be out the rating fee of four games, the on-line rating fee would be three dollars.

Walter Brown is back at work, though he will be out of the office for the rest of the week as he’s one of the directors at the US Class Championships this weekend. We also have trained others at the USCF office to deal with deleting or correcting events, though adding a missing round is beyond what we can currently do.
The best way to fix this will be to delete the present report (or at least the errant section) and have the TD submit a new one with all rounds in it.
So, in answer to your question, yes, the TD is the one who has to work with the office to fix things up.
In my opinion submitting the missing round as if it was a separate event is a very bad way to resolve the problem.
Doing it that way will result in different post-event ratings than had all rounds been included. Among other things, this can affect the bonus formula.
It also makes it difficult for someone to find a complete record of the event in the future. (That’s actually a good argument for deleting and resubmitting both sections.)
