Is there going to be an updated print version of the rulebook that incorporates the changes taking effect in 2024 or will only the online edition of the rulebook be updated?

An updated print version is in the works as well as an updated online version.

There was part of a TD Tip after rule 5C in the updated rulebook that was changed to say:

“Note 3: If an event or section(s) within an event have different schedules that merge, the rating report
submission process now allows the director to include the time controls for each schedule.”

Am I correct in assuming that if a schedule has some rounds at dual rated time controls and others at regular-only time controls, all the games will continue to only be regular rated, even if the TD includes the time control for each schedule and who was in each schedule in the rating report?

Yes, as long as all of the rounds are regular-ratable the event is regular-only if any of the rounds are not quick-ratable.

An event that is regular, dual or quick rated cannot contain any rounds that would be blitz-rated, though.
