According the Rule 14C8: In sudden death, a player with less than 5 minutes remaining may be awarded a draw by triple occurrence of position based on the observation of a director… My question is: When both players are rapidly trying to make moves under time pressure, is it the player’s responsibility to make a draw claim under 14C8 or does the director have the discretion to call it on the spot? I’m imagining a lower rated player who probably has no idea that the position has occurred 3 times against a higher rated player who probably would want a draw, but is not sure and doesn’t want to the clocks.
