I guess you didn’t see the notice below, which was on the USCF home page and is also on the correspondence chess page:

USCF is excited to announce that NM Alex Dunne will be the Director of Correspondence Chess for the USCF. All items related to Correspondence Chess (except tournament entries) can be mailed directly to Alex Dunne, PO Box 367, Sayre, PA 18840 or via email alex.dunne@cqservices.com. All tournament entries will continue to be mailed to the USCF office, 3068 US Rt. 9W, Suite #100, New Windsor, NY 12553.
